Restart a single Synapse worker process

Restarts only the worker described by the given worker config file. A worker is a separate Synapse process that handles part of the traffic (sync, federation, media) to scale a large homeserver. After upgrades, restarting every worker is safer unless you know only one changed. The -a flag with a directory of worker configs restarts them all.
