Reload all sysctl settings from files

Re-reads every file in the sysctl configuration tree (/etc/sysctl.conf plus /etc/sysctl.d/*.conf) and applies the settings — how you activate persisted tunables without rebooting. Later files override earlier ones in the read order. Run this after appending to sysctl.conf to confirm your values took.
