Reads credentials.json, which may hold one credential or an array, and inserts them into the database, encrypting any plain-text data it finds. Credentials with the same ID as existing ones are overwritten, so rename or delete IDs first when merging exports. Ownership goes to the instance owner unless --userId or --projectId is passed.
