Blocks downloads of every local and cached remote media item in the room, returning how many were quarantined. Files stay on disk, so this is reversible per item. Consider protecting legitimate shared media (such as sticker packs) first so it is not caught. The older /quarantine_media/{roomId} path still works but is deprecated.
