WARNING: deactivation is effectively irreversible. It deletes all access tokens, devices, end-to-end encryption keys, and the password, removes the user from every room, and rejects pending invites. The empty {} body means no GDPR erase; pass {"erase":true} to also scrub their profile. Consider suspend instead when you only need to silence someone temporarily, since their sent messages remain in rooms either way.
