Fetches the .well-known/matrix/server file that tells other servers where your Matrix service actually lives, for example {"m.server":"matrix.example.com:443"}. Needed when the homeserver domain differs from the server name in user IDs. This delegation is how example.com points clients and servers at matrix.example.com. An empty or missing file means Matrix is served directly on the domain.
