This hard-codes the mapping between 192.168.1.5 and aa:bb:cc:dd:ee:ff so the kernel never asks the network for that address. It defeats ARP spoofing on that entry but breaks connectivity the moment the device really changes MACs. The entry does not survive a reboot; the ip neigh add form is its iproute2 equivalent.
