adk eval linux_admin/agent.py --config_file_path eval_config.yaml

Loads evaluation configuration (models, metrics, parallelism) from a YAML file instead of flags. Lets a team share one eval config across runs and CI. Config overrides defaults; CLI flags still win where both set the same option.
