Deploy an agent to Vertex Agent Engine

Registers the agent on Vertex AI Agent Engine, Google's managed agent runtime. The positional APP_NAME (the agent folder) comes after the flags. --display_name and --description control how it appears in the Agent Engine console. Requires Vertex AI enabled in the project.
